But for south-only avenue, is it officially Blaisdell Avenue or Blaisdell
Avenue South?

According to the Post Office, it should be only Blaisdell Ave, without the South on it. If you, go to http://www.usps.com/zip4/ and enter such an address, their corrected version will come back with the South removed. Same if you send in an entire mailing list to their address standardization service.

Their decision should be final for anything being mailed -- they are doing the delivery, after all. But in a newspaper, it's your decision -- use whatever's most understandable to your readers.

P.S. Why are you "often" publishing addresses? Most of the time, I see/hear the media reporting something like this as "in the 2700 block of Blaisdell Ave" rather than using the full street address.
