If Mr. Johnson did in fact have children in the MPS, I would recommend that he use his Open Enrollment option to send his children to better schools in South Minneapolis or the suburbs. If his family's income is low enough then the State may even pay for transportation. I base this recommendation on the prediction that even the most effective superintendent in the country will need at least two years (if not longer) to make the necessary changes and by that time Mr. Johnson's children may be so far behind that they may not be able to catch up.
