Ms. Hatchet suggests:

Only own what you can afford to maintain.

Pay down debt as quickly as possible to free up future cash flow.

Ask how many parks can Mpls afford?  Not:  How many do we want?
If the answer is 50, then get rid of the other 50 -  sell the property
for cash and put it back on the tax rolls.  You'll get a twofer.

Repeat this process for Libraries.

Remember that Mpls is the same size that it was in 1920 - and
according to Dyna, shrinking by the day.  Property tax collections and
the missing schoolchildren would confirm her observations.

The NRP should go bye bye.  Every other City in the world gets along
without such a program.  All of the money saved could be used for
public safety, or anything else the CITY COUNCIL decides to spend it
on.  The neighborhoods will have to get by without an allowance.

The City shouldn't be in the real estate business at all.  It's hard
for me to imagine the need for anything more than a normal zoning and
planning department.

Think of these techniques as a diet.  "It's for your own good."
