Regarding Carol Becker's post on the University of Wisconsin study, I
note that the population figures used in the study are actually for
1990, rather than 2000.  This would work to the advantage of cities such
as Minneapolis and St. Paul  that gained population in the 1990s, and
against cities that lost population then.
