It's only about forty times the number of voters who provided the winning margin for George Bush in Florida three years ago. News flash: we had three council elections last time 'round decided by about 150 votes or less.

I'm not quite sure I agree with this, unless of course you consider that citizens living in wards that are OVER-REPRESENTED are disenfranchised as well.

Based on the numbers provided by Fred Markus, as of 03/25/2002, there are 9,209 (2.41% of the total population) living in wards that are under-reprepresented (below the average ward size) and 10,207 (2.67% of the total population) living in wards that are under-represented (above the average ward size).
