You may not like the term "fortress neighborhood" but it is a handy, and
accurate way to sum up the intransigence that is legendary here in
Minneapolis. It is no accident that so much supportive and affordable
housing ends up in wards with high-minority, low voter turn-out, and on this
matter most housing advocates are candid. They honestly report that they
believe they cannot afford the time or aggravation involved in going up
against Linden Hills or East Harriet (for instance), and so they feel they
must pursue softer targets so they can get their projects done. On this
matter there is little disagreement. Especially without City leadership
weighing in, they have a sad but true point. But it is no excuse to continue
the brazen pattern of segregation through "selective" siting of programs and
housing.
