No, it just means that women should not be chosen simply because they are women, yet the statement that women "think differently, manage differently, and relate differently" is precisely such an argument.
Now I happen to think the world would be a more peaceful place if it were run by women, because on the whole they are more peaceful than men for a variety of reasons among which are those think, manage and relate differently attributes. But the problem is it is only a general tendency. As many women have proven throughout history, individual women are just as capable of playing dirty and mean, and scheming with the "good old boys" as any man.
Therefore it is the individual we must look at. Attributing general tendencies of a gender, race, sexual preference or other grouping to a specific individual in that group is always looking for trouble. There are always many exceptions to the rule. Promoting based on the "rule" is a faulty method.
