Minneapolis is a DIVERSE city. The District of
Columbia is a SEGREGATED city.
McManus spent 26 years in the DC police-most of his
career.
In DC, the metaphor of the police as an army of
occupation has some validity. DC didn't get home rule
until the 70's. They are still subject to
Congressional interference. DC was in receivership for
a while.
The average citizen of DC lives in a neighborhood
that is more segregated than any part of South Mpls.
There may be a few areas of Near North that are as
segregated as DC, but not many.
William McManus has a very good understanding of
Black/White issues. How well will understand the
complex multi-ethnic diversity of Minneapolis?
