Moving to single-sort recycling would be a huge mistake in my view. Minneapolis has spent more than 10 years teaching residents what gets recycled and what doesn't. That investment has paid off by making our city a leader as far as quality and purity of collected recyclables and it likely played a large part in getting three bids that were all improvements over the current contract with BFI as far as the marketing agreements (revenues from selling collected recyclables) are concerned. That's something that the Solid Waste and Recycling division of Public Works should be commended for. Moving to single-sort would be a huge step backwards in that regard.
In addition, when you source-separate recyclables like we do in Minneapolis, that's less time (and money) spent on having the recycling collector do it for you. In other words, single-sort often costs the city more for the contract and thus costs residents more through their garbage bills. Finally, is it really that hard to tell a can from a bottle and put them in separate bags? I guess I'm just a little more optimistic that the average person can manage to figure that out since the vast majority of us have been managing to do so just fine for years. Regardless of who ends up getting the recycling contract, it was a smart move by Public Works to recommend staying with the present collection scheme.
