Mark, I was under the impression that the reason for recycling was to reduce the amount of materials that end up in a landfill, not to provide additional income to the city. While I don't think that making more money off of this program is a bad idea, I do think that by making the process less confusing / time consuming for residents will ultimately increase participation which I think should be the ultimate goal.
