There was a new process established a couple of years
for neighborhoods that would like to change their
neighborhood boundaries. The CPED Planning Staff can
walk any neighborhood requesting such information
through the process. NRP is not encouraging people to
change boundaries, but sometimes it made sense to do
so.  

However, neighborhood boundaries are lines on a paper
map. They are not cement fences. NRP has encouraged
neighborhood collaboration from the very beginning of
the program. There are several neighborhoods that have
banded together from the start of Phase I of NRP and
in all likelyhood will continue to work together for
Phase II and beyond. There are several examples of
projects that have emerged from multi-neighborhood
collaboratives. Central Avenue Planning, Midtown
Market, Midtown Greenway and Nicollet Ave Planning are
just a few. There have been collaborative efforts on
library projects as well. Whittier bought and built
the bookmobile and Prospect Park contributed toward
the equipment and collection of reading materials. The
original bookmobile route was planned by neighborhood
volunteers and focused on reaching populations not
currently engaged or those with barriers to getting to
the libraries.
