There was not enough detail provided to make an informed opinion.

For example: why was he on the old plan, did he specifically choose to remain on the 
old plan, did
he reap benefits from being on the old plan that would preclude him from moving to the 
new plan,
is the chief trying to retire earlier than anticipated, could he have moved to the new 
plan
earlier, did he opt out of the new plan, did this situation blindside him or are these 
terms he
signed off on, is someone asking for special treatment for the chief that is not 
provided to
individual firefighters, etc.  

My immediate reaction is that it sounds like the chief is trying to get around the 
terms of his
pension and that you are invoking long service and committment to minorities as a 
justification. 
Please help me understand your position further.
