Also, the 52 percent requirement in state law is not just for housing but also *housing-related uses* which is a broader category.
As far as I know, no neighborhood will be required to invest above 52 percent, though the underspenders will have to go nuts to get there with reduced Phase II money. They will pay, pardon the pun.
Also, if you met the 52 percent goal, that meant you still had 48 percent to spend on other stuff.
