Joan is correct that not all NRP neighborhoods met the
52.5% program mandate for housing in Phase I of NRP.
However, many neighborhoods did meet that mandate. NRP
is just shy of meeting the 52.5% for Phase I. The
necessity for the larger % in Phase II is because the
52.5% is currently measured on all NRP dollars not
just those allocated through Neighborhood Action
Plans. That means dollars taken off the top to pay for
CPED, Planning Dept., NRP Admin., Community Policing
Initiative, Youth Coordinating Board, Mpls. Public
School funds and Hennepin County funds are also
counted as part of the 52.5% requirement. 

The high housing threshold for housing expenses in
Phase II of NRP is due more to that then the fact that
neighborhood didn't do their part in Phase I. 

Longfellow met the 52.5% housing threshold. If you
count program income they are way over 52.5%. They
also did new tot lots at every park in the four
neighborhoods. You can do both. Many neighborhoods did
a variety of projects and were still able to meet the
legislatively required housing threshold or come close
to it.
