I believe it is an ethical violation that a sitting elected official would create organizations that compete with existing organizations capable of doing the work. Several community organizations that were at the table initially with Target were dropped out of the loop as the process completed. Target is now giving it to a not yet existent organization with no proven track record. I believe it is also because of Mr. Samuels' personal pull. I do not believe it should happen this way.

I really don't see an ethical violation for an elected official setting-up a pnp to serve a neighborhood. What does he possibly stand to gain, other than a better neighborhood?

Of the several community pnp's that were initially at the table w/ target, how many actually went through the process of submitting a grant proposal to Target? Councilmember Samuels took the time to submit one. The $300k is currently sitting in trusteeship-for the community. And, if I'm not mistaken, a decision has yet to be reached as to how it will be used to serve the needs of the community.
