Minneapolis, Minnesota 55411 Dear President Buckner: I have concluded that you have not been and may not be willing to be subordinate to the Minneapolis Branch NAACP Administrator and your actions indicate that you do not respect the duties and responsibilities which were assigned to the administrator by the National NAACP Board of Directors. You have demonstrated a blatant disregard for the directions and instructions given to you as a result of the branch being place under an administrator. In my opinion, the words to describe your conduct and behavior are: beguilement, deception, defiance, delusiveness, insubordination and prevarication. In a letter from Paula Brown Edme to the Minneapolis Branch NAACP, Dated 10November 03, the Executive Committee was told to cease and desist all financial expenditures with the exception of rent, monthly utilities and payroll.
