No, they're not. Even Republican House Tax Committee Chair Ron Abrams and
Gov. Pawlenty's budget director agree.

Irony alert: if you want the big picture, the metro area (including
Minneapolis) subsidizes outstate. So Aitkin, Moorhead and Waconia might not
be the best examples.
