Interesting that you would use bar owners as experts on this topic.
It seems to me that they might posit such an argument just to avoid
the expenses of providing a safe environment for non-smokers.

Here is my argument.  If you are correct that it is not technologically
or financially feasible, then offering businesses with permits costs
little or nothing (because no one would be able to meet the necessary
standards).  If you are wrong, then why not allow businesses
to accommodate the desires of smokers?  Why project your values and
morality on others if they would do no harm? 

I am constantly having to remind myself how little the general
public understands about engineering and technology.  There is
already a huge industry in this country dedicated to providing
safe working environments in hazardous conditions.  I might agree
that it is probably not cost effective for existing bars and
restaurants to create a cigarette safe environments for non-smokers,
but I think that new interior designs could.  At a minimum,
businesses could provide smoking parlors that could insure
that smoke does not reach the lungs of non-smokers.  Regardless,
I think that we should let the market to determine if such options 
are feasible.
