Why not accept the successful negotiation of the performance bond?  A $10
million guarantee satisfied the experts, not $billions.  Walk by the riverbank
there and one can see the water races are successfully protected at that point
currently by a few boards.

The water races have been day lighted and run through with water.  They are on
the other side of the lock protected from the falls.  The project is to install
a small hydro electric generator underground and to keep the races in working
order.  This will highlight the area, as other river towns have successfully
done.  Why not Minneapolis?

The Stone Arch bridge extension replaces the asphalt parking lot so people can
continue the 2 mile walk.  Currently the walk, jog, or bike is interrupted by
the asphalt parking lot.  Another benefit of the project in addition to a proud
historical restoration.

The Army Corp's visitor center parking next to the lock gets substituted for the
existing asphalt parking lot you seem to be arguing for.  You are asking for
$billion to protect an asphalt parking lot not the falls, which are a ways away.

Before attempting any more unqualified cost benefit analysis ( real estate
prices will fall? ) go there, walk around, and see the existing races.  Do you
want to leave them as stagnate water for the geese or maintained with running
water at no cost to us?
