Though I have heard arguements both for and against ammending the city 
DFL constitution again, why has no one suggested trying it once and 
bringing it up for a vote next year?  I know I admonish my 4 year old 
enough to try things before saying it tastes bad or he can't do it.  I 
also know that one of the big arguements against this is that it will 
cost money and it isn't proven to be effective at bringing in those who 
move frequently etc...Well it hasn't been proven because we haven't tried 
it.  As to cost, how many of us have gone to a rather pricy show, or 
tried a new restaurant based on word of mouth only to be dissapointed and 
out a few bucks?  Maybe what works in St. Paul might be a bust in 
Minneapolis but we will not know until we try.

  It certainly will be easy enough to propose a substitute motion to wait 
until next year to vote on the amendment.  Use the time between when we 
have elected Senator Kerry to the White House and the next set of 
caucuses to come up with a plan to measure if every election year 
caucusing works to increase participation of the groups we feel are being 
disinfranchised.
