The risk is that because water will be diverted into Crown Hydro, more will
go through the Mill Ruins Park tailraces, possibly weakening newly excavated
(and time-weakened) mill ruin walls.

Personally, I don't think vibration will be an issue, based on what I have
heard. I suppose anything that damages the archeological site (see point 1)
could lessen property values

This is important. Xcel has to spend money on alternative energy as part of
the Prairie Island settlement. The argument here is that the Crown Hydro
power is overpriced compared to, say, wind. It's a sophisticated point in
the big scheme, but interesting.
