1) I think it is important to note that the candidate for the Director's position does not have a college degree.
If she applied for any other position within the department, she would probably be excluded because she does not meet the basic educational requirements.
2) Under the current management matrix in the Civil Rights Department you have:
a director. a deputy director.
manager of SUBP....this person has a four year degree and one staff person to do the work of 5 people, seriously under staffed.
manager of CRA......this person has a law degree and is licensed to practice law in MN.....and should be supervised by someone that has the ability to do so. This division of the department is physically housed in a different site location. We currently have room to have all personnel in one location and this would save money and allow the department to hire more staff.
manager of Complaint Investigations....this person has a four year degree......perhaps a data practices request should be made to identify the backlog of discrimination charges that sit in the City Attorney's office for 8-12 months for review....adding to the delay in investigation turn around time. It is questionable as to whether this person is making sure that the rules in place are being followed appropriately.
manager of Contract Compliance......this person has a four year degree.
