If someone got drunk and had an accident on the way home after drinking at the 
capitol ,and injured someone; legally the taxpayers could be held responsible. I 
thought it was interesting that in the paper Higgin's commented that there weren't any 
rules against drinking. God forbid we should expect our legislators to be held to a 
higher standard. Lots of behaviors don't have rules against them, doesn't mean you 
engage in them, in that venue.

We could also posit the notion that this legislative session drove some
