If someone got drunk and had an accident on the way home after drinking at the capitol ,and injured someone; legally the taxpayers could be held responsible. I thought it was interesting that in the paper Higgin's commented that there weren't any rules against drinking. God forbid we should expect our legislators to be held to a higher standard. Lots of behaviors don't have rules against them, doesn't mean you engage in them, in that venue.
