I can agree with you on this one. I believe that they should base
their decision on the rights of individuals.

First off the medical facts are not that clear.  Many people are required 
to attend meetings in the Council Chambers, but people go to bars voluntarily.  
Besides the fact that you are ignoring the option of providing areas for smoking 
that could assure that non-smokers are not affected.  What's the problem
with issuing smoking permits for some establishments so that smokers are
free to indulge their habits in peace?
