Re. the various comments about vehicles left on Minneapolis streets:

Does anyone know what the actual law is about leaving cars on the
street? We have had a car with Michigan plates parked across the street
from us in Seward for several months, and I have already called the
police with its license number.  However, our local police were really,
really responsive when we called about a fellow living out of his "dead"
car (and I assume that the plastic cup he emptied into the street each
morning was not his left-over beer, by the way...thank goodness for all
that rain earlier this year...). 

A neighbor has mentioned that legally cars can be parked no more than a
few hours, but that in practice the police actually usually allowed up
to 72 hours (3 days).  What is the law and what is the practice?  If
they differ, why?
