All it takes is a majority of the residents who's property adjoins the street to sign a petition to the city to request a critical parking ban. We had the same issue in the Clinton court neighborhood with our proximity to downtown and a large public housing tower with a woeful minimum of parking space. Parking enforcement was very obliging when we called and would ticket and tow cars, usually within 30 minutes, that didn't display the permit.

Considering that people are now shopping for housing based on proximity to the LRT stations, I suspect you'll be getting a fairly hefty increase in property value - funded at taxpayer expense. The expense of the parking permits is a drop in the bucket compared to that.
