I see no issue with a doctor waiting for a hard copy of a warrant until
agreeing to the blood draw.  Some doctors may wait for it, others may
not wait and make a reasonably justified assumption that the person on
the phone is indeed a sitting Hennepin County Judge.  On the one hand
you will have folks who trust the police implicitly.  On the other hand,
you will have folks who justifiably don't trust the police so easily.
In between, you have things that happen and decisions made based on the
specific context and how well and effectively everyone involved is
communicating.

Arrest and prosecution are heavy-handed, though it sounds like the
doctor was not hauled down to the station and booked.

I suspect this issue will be resolved by clarifying the various roles
each of the people have in this process, as well as a better and more
efficient way to get warrants into the hands of physicians.  I for one
would support a better way to provide independent assurance that all the
dots have been, well, dotted.
