If, for example, in my precinct, we had about 400 registered voters move
out and vote somewhere in the state, to be replaced by our new 439, then
our turnout really was about 83%.  We just don't know yet.  However, our
election judges told me that the most they'd ever seen for same day
registrants in the past was about 200 (when Jesse ran) and a normal year
would be closer to 100-150.  So, on that basis, if we deduct 150 (what
they told me was a normal year, on the assumption that 150 go out and
150 come in) from the 1980, then add the 439, we get 2269 for our new
registered total, and our percentage is 72%.  This is all guesswork,
though.  It's somewhat educated, but it's still just a guess.

So, is it 72%?  83%?  68%?  I guess at this point all we can be sure of
is that it was between 68% and 83%.
