My guess would be to provide a semi-protected
exit/entrance lane for the new Park & Ride lot.      

Downside is forcing WB 32nd St traffic turning NB 55
to come way past the intersection to make a right
turn.   That and eliminating the early exiter's lane
to Lake St.
