I think that if an "Incest Report" was done for elected, appointed and civil service employees, more than a few eyebrows would be raised. There's probably nothing illegal about it, but there is an entire culture that has grown up where political relationships are their primary civic relationship.
When the report is done, one could use genealogical report formats to generate "family trees" for many municipal, county and state functions. One would have to make sure that officials of labor unions, associations and other lobbying groups would be included in that family tree.
