For stores that have a good operational policy in-place this will result in no hardship whatsoever. I believe that everyone has gone to stores that have good operational policy (cart attendants) and bad operational policies (no designated cart attendants).

In-fact, I am sure whatever the fines are imposed upon those stores that chose to not deal with the cart issue would still be far less than what it would cost them to put an operational policy in-place to deal with the carts.

As a contractor, at any given time, I have 5-6 street-side dumpsters located at residential job-sites. Believe it or not, I am responsible for anything in those dumpsters. Whether I put it there or not. The first few years I operated, I continually got "dinged" several thousand dollars a year because these dumpsters are great and easy places for people to dispose of everything from trees/brush, to toxic chemicals and old tires.

I got tired of the fees and decided to start covering the dumpsters with tarps every night. I pay for the tarps and require my crews to put them in-place every night. And I have eliminated paying for other peoples waste disposal.

It is part of the cost of doing business. I choose the cheaper route of accepting the responsibility for my business operationally.
