After reading dozens of postings regarding Jon Gurban's confrontation with Jason Stone, I've been led to the following tentative conclusions:
(a) The Park Board requires a permit (however unconstitutional) for distributing any kind of "papers" in the parks. (b) There is no procedure for applying for such a permit. (c) Nobody has ever received such a permit. (d) Such a permit does not, in fact, exist in any accessible form, whether material or virtual. (d) It is unprecedented for the Parks Superintendent to call the police to enforce the requirement to have this apparently non-existent permit to exercise free speech in the parks. (e) The only plausible reason for the Parks Superintendent to choose, for the first time ever, to enforce the requirement to have the possibly non-existent permit to exercise free speech in the parks is that . . . well, this particular distributor of "papers" is challenging, in a democratic election, a member of the Park Board majority that hired the same Parks Superintendent. This is so absurd that I can only assume my conclusions are wrong, so I beseech those in the know to correct me and provide documented, verifiable factual evidence to the contrary. When have these permits been issued? By whom? What is the procedure for getting the permits? How exactly can a normal citizen be expected to be aware of and follow such a procedure? When has the Parks Superintendent ever called the cops to enforce this policy against anyone other than a political threat to his own patrons on the Park Board?
