The shoes over the wire are indeed drug-selling related. Don't take my word
for it, ask any beat cop, or officer that specializes in vice/narcotics.
I suspect that Excel probably treats "shoefiti" in the same manner it treats
squirrels, or tree limbs. They'll deal with it, only if it becomes a
problem that causes an outage.
