Since forever.  The idea is the value of the advertising space.  If a
business owner were to put up an ad for a particular product the product
distributor may give them a discount on the bulk purchase of that product,
if not the business owner may be able to draw customers into their
establishment to purchase said product.  Therefore window space has value.

But to make things more confusing.  If a sole-proprietorship is exempt
from Minnesota law on corporate support of candidates - how does that
apply to rental space?  If the store owner is a sole-proprietorship but
the property is owned by a corporation can the store owner put a lawn sign
on the exterior of the business?  Not likely.  However, if the tenant is a
corporation can the sole-proprietorship that owns a business put a sign on
the property they own (regardless of the tenantÂ’s wishes)?  Likely, unless
the lease has some clause that the tenant is responsible for the exterior
of the property.

This is only a small sampling of the loopholes in the law that impacts
elections in Minneapolis and across Minnesota that the current worthless
Secretary of State Kiffmeyer has never bothered to try to fix.

And on that note, how can the Misses claim that they couldn't afford to
send staff to Pride when they waste $600,000 on a BS plan

the HAVA plan while I worked in the office, there is NO possible way that
they spent that much legally - either that or they owe me a huge amount of
backpay.  Moreover, they recently completely renovated the SOS web site
(for how much?) and remodeled the entire office (for how much?).

I better quit because I readily recognize that I have strayed beyond
Minneapolis issues.
