In the early 70s Dayton-Hudson was planning on opening a Target store at the intersection. At some point they decided to abandon the project and the City was faced with an urgent need fill the gap and to develop the site with some other retailer. The final result was, originally, a Super Valu and K-Mart store combination located at the spot, but which required them to block of Nicollet Avenue to accommodate sufficient parking area for their stores. In this century (circa 2002, 2003), the opening of Nicollet Avenue became the focus of Sherman Associates, who were granted development rights to the location, and they had planned a combination of retail and residential use which would have included opening the Avenue between 29th and Lake Street. In 2003, Councilmember Lilligren (then representing the 8th Ward) and Councilmember Niziolek (representing the 10th Ward) were instrumental in voting to terminate Sherman's development rights at the site so that the City could focus on development of the Sears site. Can anyone tell me the history of the Nicollet Ave K Mart? Why does it block the street? Why can't it be removed? Can 'eminent domain' be used in this case? It seems to be such a bad placement and such a great opportunity to improve that area. I think if it were torn down and new development of businesses put in (maybe even some residential) it'd be such an improvement. Also, much more convenient. It may even reduce crime in the area.
