The traditional celebration usually includes a ceremony at midnight (Mexican
Time) on Sept 15th with a message from the president of Mexico. Asking to
have this event on a different night, would be like asking people in the US
to celebrate fourth of July and its fireworks on a different night.

While I agree with the spirit of what Alberto writes, I don't believe it's
entirely accurate. Asking to have this event moved to another night would
be more akin to asking OTHER AMERICANS to move their ethnic holidays to
another date/time because of the inconvenience it posed to others.
It is typical in Hispanic culture for festivals to start later and end later
than they do in many other ethnic cultures. Our City ordinances were
written long before the issue of inclusiveness for the Hispanic groups no
living in our City existed. It is time to rethink whether or not these
ordinances are still serving our population as well as we would like.
Supposedly, this country was founded to a large degree on the principle of
tolerance towards all beliefs. Not just a specific set of established
beliefs. Allowing a permit for holding this celebration will cause no more
inconvenience than does many or special-interest permits that are issued.
