Is this the same Park Board that we were informed about a couple of months
ago that doesn't keep minutes of its meetings?

Too much work for staff?  Keeping them from doing all that line-item
budgeting and then duplicating it so that elected officials only get to see
item headings?

Do you suppose the Park Board's blue-chip attorney has anything to do with
the budgeting staff policy?
