As this arguing whether the smoking ban did or did not affect business  
should not be the prime part of the conversation.
 
The conversation should be about why the bars spent all their energy  
fighting the ban instead of updating their business plan.
 
The ban did not occur immediately after the county passed the  ordinance.  
There was time to put in a survival plan, but the bars played  big tobacco's 
game and said woe is me.
