Another way of looking at this is that a moratorium on new adult businesses would protect existing adult businesses (some of whom are supporters of NJL's campaign) from new competition. I think this puts her in a difficult positition -- which is why (among many other reasons) it would have been wiser to decline those contributions in the first place.
