I agree with Clauss. You don't actually have an importable file. That is what I meant by ou may have to massage the file first.

Yes there is a logical order but it is messy. No there are no columns and that is part of the problem. There is only one column which may or may not contain several fields. Also there is no delimiter for the end of the record which is another problem except that every record begins with a rather long number. In fact I was doing this for two years until on June 9 the issuer of the pdf report changed the format and now the person that helped me with the original report is no where to be found. Then Get External Data Then choose Import Then a file chooser window will pop open. At the bottom where it says file type, choose Text Files. Find your file and select it.
