It seems it excludes FreeBSD in that $IF statement. Darwin is after all
a FreeBSD fork.

But then MSEgui has its own copy of cwstring, so maybe the fallback
could be fixed for MSEgui at least. It still doesn't answer the question
why the fallback happend though, seeing as I do have LANG and LC_*
environment variables set.
