MSEide calls gdb (the debugger used for FPC-programs) by that commandline. 
Normally installing FPC also installs gdb.exe and adds the binary directory 
to the %PATH% environment variable. It seems it did not in your case. Please 
set the path to the gdb.exe you like to use in 'Settings'-'Configure 
MSEide'-'${DEBUGGER}'.
AFAIK Lazarus and FPC both install a gdb.exe version. Another option is 
gdb.exe from MinGW-w64 project:
