Both instances of "firmware" refer to the firmware inside the FET  
programming tool (independent of MSPDebug or the MSP430 chip).

In older FET firmware versions, the FET itself was responsible for  
knowing different settings for different MSP430 chips. In new FET  
firmware versions, the programming software on the PC is expected to  
deal with this.
