I think this thread is the wrong way around. The burden of justification should 
be on those in favor of building a brand new ConfigMgr infrastructure with a 4 
year-old operating system.

2012 is more “performant” due to things like SMB 3.0, better resource 
management, and lower overhead. I’ve seen reports of folks of using the server 
2012 SSIS and saving 20%+ disk space over the ConfigMgr SSIS alone. Also, 2012 
won’t EOL until (at least 2022) -- yes that seems a ways off, but how many 2003 
servers do folks still have running after 10 years? Answer: boat loads.
