I thought the rules always had to be enabled.

In 2007, if you enabled software metering, it started incrementing launch count 
for whatever was launched.  That was kinda cool in that you could derive a pc 
usage fingerprint from the data.  It looks like software metering no longer 
works that way...  the rule must be enabled before it starts keeping up with 
the data.  Am I seeing that right?
