You can have CM12 auto-create rules for you, but they will always be created as disabled.
For you to get telemetry data, you must enable the rule. That was kinda cool in that you could derive a pc usage fingerprint from the data. It looks like software metering no longer works that way. the rule must be enabled before it starts keeping up with the data. Am I seeing that right?
