That's for "System Center". While confusing I know, any general statements made about "System Center" generally don't apply to ConfigMgr as the two teams are completely separate. Also note the use of the term "Update Rollup" (UR), which ConfigMgr doesn't use. URs are for the rest of System Center whereas Cumulative Updates (CU) are for ConfigMgr.
