Yes, that is correct. You add the .msp files into the Updates folder. MS Office Cummulative Updates are released every quarter. The process is tedious and requires some patience.

You'll need to download each individual CU, extract the zip which will expose the .glb file. Then, you'll need to extract the .msp from the .glb using the extract command.
