Not arguing about that you can't do that for a fresh install, but installing office after OSD, separate, not having it as part of the image takes so much more time and most regular patches are dealt with the software update step anyway.
Hence provide the hotfix for existing clients only and update the image (with office) with the hotfix for all future clients for speed. So many flavors. Instead of having to add a separate step to install the hotfix. Its also useful if you don't want to nuke your wsus server when doing mass installs. MS Office Cummulative Updates are released every quarter.
