I'm not sure what is unclear but if you want to have client apply SU then each primary site must have it own SUP. You must have a SUP on you CAS if you want your Primary site to have a SUP.
If I remember right a WSUS server will support 100,000 on 1 Sever, Sizing is important here and SQL db version is important too. All of this is listed within the WSUS docs. And again CM12 will support those #s if WSUS does. You can confirm this with your TAM. If you don't want 1 big SUP then create a clustered/load balanced SUP. I forget which is support still trying to get my coffee.. 😉 Remember that CM12 will support 400, 000 and also allow you to apply SU to all PCs.
